There's a wonderful book on this topic entitled "America's Most Charming Towns and Villages" - it's available on Amazon.com for $11.53. I highly recommend this book! I've gone to many of the recommended towns and I wouldn't argue with the author's choices.
Here are some of recommended towns that I've visited in the past 6 months ...
Essex, Stonington & Mystic (Conn)
All 3 are quintessential New England towns. Essex may be my all-time favorite!
Sandwich and Chatham (Cape Cod): I love both of these towns.
Edgartown (Martha's Vineyard): This is such a quaint, upscale town!
Beaufort & Georgetown, SC: Evokes Southern charm to the max.
Eufaula and Fairhope, AL: Having lived in AL for 20 years, these are the 2 most charming towns in my state.
Madison, GA: Clearly the most charming town in Georgia. I can see why Gen. Sherman found this town too beautiful to burn.

How small is "small"?
How dep is the ocean?
How high is the sky?
We have photographs of what appears to be a most delightful town, Summerville, So. Carolina. Alas, that is only my opinion.

Our hometown, Madison, Indiana, on the Ohio River between Lville and Cincinnati rates rave reviews, has been voted best small town by more than one magazine. Many blocks on the National Register. Well, it is picturesque and nice in the summertime or spring. Or fall. Or some winters. Many many folks visit and come back to retire here.

How is Brooklyn, NY considered a "small town"?? It was once fighting to be its own city! There are millions of people in Brooklyn, that would hardly make it a "small town"!!

I've been to many of these and there are SO many beautiful small towns, especially in the Carolinas, New England and the Midwest/Great Lakes regions. Madison,Indiana is one. Galena, IL can be. Lake Forest is stately and $$$$ beautiful. Traverse City Michigan is outstanding looking from more than the bay view. We loved the look of Prescott, Arizona- it looked like pine trees and part of the green midwest was pluncked into Arizona desert. California and the west coast states have some lovely towns. Tupelo Mississippi is pretty and has a statue of Elvis as a boy in its gardened park.

Hanover, NH - small, with a great univ.
Sante Fe, NM. Ok, not small, but not huge.
Stillwater, MN. Becoming a suburb of St. Paul, but is its old, unique town
Santa Barbara, Calif - Best small, unaffordable to the avg person, town
