Well that is a lot of travel for 12 days and probably not realistic if 10 days. And do the 10 days include the day you arrive and the day you depart - so you really have only 8.5 days on the ground?
I have been to all of these places multiple times and recommend the following if you are determine to get to all of these places:
Salzburg - 2 nights (1.5 days)
Vienna - 4 nights (3.5 days)
Prague - 3 nights (2.5 days)
Budapest - 3 nights (2.5 days)
You should get open jaws flights (multi-destination on many web sites) to avoid wasting money/time making a giant circle. The air cost should be no more expensive than a RT into/out for the first city, esp when you consider the cost to get back to the first the night before the flight home.
If you don;t have this much time I would cut one location - probably Salzburg, much as I love it - so you are not madly rushed the whole time.

In your title you say the Netherlands but it isn't mentioned in your question.
Four cities in 10 or 11 days is really difficult -- and the extra travel can be expensive. And if you did mean to include the Netherlands it would be nearly impossible.

I go with the above: invest your Salzburg days in the other three cities, preferably Vienna and Prague. Both are wonderful cities, with a lot of amazing things to discover once you've seen the obligatory sights.
