A taxi from ORY to the 3rd/4th arrondissements should not normally cost more than 25€ to 30€. There is indeed a 1€ charge, above the metered fare, for the 2nd and subsequent bag placed into the trunk.
Taxi drivers are not normally tipped, I usually just round up the fare to the nearest 5€ increment.
