Hi, you can try Premier Limousine (www.premierdubai.com), they are reputable & guaranteed to show up on time, I use them quite frequently.

I would recommend Plimo (http://www.plimo.ae) for limo service or airport transfer. It's one of the reputed airport transfer service provider. You can visit the website and do online registration too.

Hi,
I am sure that Hertz rents a lot of luxury cars in Dubai, but not sure if limousine is on their list. They surely have porsche and other luxury vehicles. You can inquire about it , they might have something for you.
