Public Transportation in England
My husband and I will be traveling for 5 weeks in England: flying into Manchester, Scarborough, Hadrian's Wall hiking, Lake District, Cornwall, flying out of Heathrow. Is there a train/bus/public boats "pass" that allows you to hop on and off public transportation for a week, or better yet, a month?

No. you'll be using many different forms of transport run by different companies in different regions.
In London there's a system called Oyster, a card you put money on to pay for all public transport within London. But no such system exists for the country as a whole.

Simple answer - no.
Complicated answer is that there are a variety of rail passes which may or may not be the best option that cover the whole country, local area passes for public transport that may or may not be the best option for you.

No mus both National Express Buses and the national railways each have their own pass -trains go just about everywhere and passes vary in length and coverage -there is a BritRail England Pass and BritRail Pass (includes England, Scotland and Wales)- valid on all regular passenger trains TMK- the more longish trains you take the more efficacist the pass becomes and first class is a better deal vs. 1st class fares (and on long-distance trains IME there is a world of difference between the classes - if not pinching pence go first class - especially beneficial for those with lots of luggage-anyway for loads of good info on train passes check www.budgeteuropetravel.com; www.ricksteves.com and www.seat61.com.
Without knowing your overall travel plans it is hard to say whether a pass would be beneficial for you or not.
Buses and bus passes are cheaper but IME much more uncomfy than trains - especially in first class.

I don't think there is or could be such a pass in any country, as that combines very local transit authorities (eg, city bus) with the national railroads.>
The Swiss Pass covers pretty much all forms of transporation in Switzerland - trains, buses, trams and lake boats.

If you are older than 59 you can get a discount on BritRail Passes -as you are not going to Scotland or Wales just look at the BritEngland Railpass - prices are universal and passes not generally sold in UK -prices: check sites I gave above. Look for flexipasses not consecutive-day passes -flexipasses I think are good for 2 months and you use days when you want.
