Parque Guell now charges 8 E entrance fee
This decision has angered many residents who had not yet found out how to get registered for the free resident pass. Now it has been on National news so only the tourists will have to pay.
According to their website ANYONE can register in PERSON to be part of the Association that allows the free visits. You must register and then within one week you will be able to access and request your ticket to see the park or register for other activities.
Here is the info in Spanish. Those in Barcelona more than one week can certainly take advantage of this.
Se trata de un registro gratuito abierto a todo el mundo. Para formar parte, solo hay que dirigirse de forma presencial a la Oficina de Atención al Ciudadano, en la plaza de Sant Miquel, y formalizar la inscripción. La oficina tiene un horario de 08.30 horas a 20 horas, de lunes a sábados.....
Para registrarse, será necesario, además de los datos personales, la huella dactilar del dedo índice escaneada, que servirá como identificador del usuario a la hora de, por ejemplo, recoger las entradas para el parque Güell. El registro se hará efectivo pasados siete días, cuando el usuario reciba la contraseña para acceder en su zona de reserva de entradas de www.gaudirmesbcn.cat.

This has been in operation since October 2013. The official website says local means local like not all of BCN is covered.

Our daughter and I were at the park on one of its last open entry days and saw the ticket booth construction being finished. The park will now allow 400 tickets per half hour entry, which may help to alleviate the crushing crowds.

GIven the financial situation Spain, I find it reasonable that they charge an entrance fee for Parc Güell.
Tourists who seem to be willing to pay €10 for a single tapa should find another €8 in their pockets to help maintain one of the world's most stunning outdoor works of art.
If I understand the website correctly, being member of that Association gives you only ONE free daily pass to the park, not a (permanent) resident pass.
Even without paying you can still see a lot of Parc Güell - only the "monumental zone" at the main entrance is a fee area, the rest is still free.

According to the website, it would seem that one might need to purchase separate tickets?

The only place in the Park that you cannot visit with the ticket is the Casa Museu Gaudí (Gaudí House Museum), which is the heritage of the Fundació Junta Constructora del Temple Expiatori de la Sagrada Família."

Barcelona fees are pretty high for the Gaudi sites and some of the museums (like the Picasso, Miro and Catalonia Art), I think. There are some that are very reasonable, though. The Catalonia History Museum is only 4 euro, the Maritime museum is only 2.50 (and was really good), the archeology museum is only 3 euro. The Gaudi house in Park Guell is only 5.5 euro.
I think it's a fine idea, why shouldn't tourists pay something, they are certainly causing problems that need addressing in upkeep, damages, etc. I do think 8 euro is maybe a high fee for a park, but think most of them can afford it, a lot of people just go there because they've heard about it.

I rather doubt that the "tourists" are the only people who are "causing problems" in parks. I would say that everybody who goes to these places contributes to the need for upkeep, maintenance, etc.

I didn´t have time to translate the Spanish info for you but anyone there for more than a week can get in free if you register at the office mentioned and then wait one week for your pin number to come to you via email to get your free tickets.
