I-95 or I-295 around Richmond

The speed limit on 295 is higher than it is on 95 and the majority of that route is up to 4-lanes wide. You'll probably encounter easier driving if you use 295; it's the stretch of 95 from Richmond to the Beltway, particularly north of Fredericksburg that could be the worst depending on time of day and day of the week.

If it were mid-morning or so on the Sunday you are driving, I would stay on I95 - anything closer to end of weekend or certainly during the week, I295.
But agree about I95 between DC and Fredericksburg - it is maddening and has no explanation other than traffic volume. Just when you think you are safe from the Baltimore/DC traffic, you hit this mess. (And no reasonable way that I know around it)

Definitely take I295. There is currently a lot of bridge repair and replacement along I95 in the Richmond area. 8 lanes reduced to one in each direction. This is mostly accomplished overnight and is well advertised but it sometimes bleeds over into the weekend.
