The only two practical ways for you to travel around the island with a toddler are by rental car or taxi. Public Transportation is not a viable option so don't even think about it.
Many car rental companies will have car seats available - if you go this route make sure you request one when you reserve the car.
Taxis will not have car seats so if you plan on using this method of transportation bring your own car seat or plan on holding your toddler in your lap.
As for where to stay - what is your budget for accommodations? You can find rooms on the island anywhere from $100/night all the way up to $2,000/night (and more) without knowing how much you want to spend it's very difficult to make recommendations.

Maho Bay Campgrounds are on St John, not St Thomas. To answer the original question, no all inclusives on St John. Whether it is St Thomas or St John, I personally would go with a villa or condo, especially with toddler. Either island, you will need a rental vehicle.

Yes I know. I camped once years ago at Cinnamon Bay. Gorgeous place. We didn't have a car. But with a toddler I agree that would be better, if possible.
Not sure if they are staying on St John or St Thomas, from the two different posts.
