Where to go on vacation?

Looking for a recommendation for vacation spots for my boyfriend and I. Here are the parameters:

Going in January-February

Length of stay is NOT an issue

Has to be around $5000 or under

Must have scuba diving (for him)

Must have a nice beach as well as adventure activitiies to do (for me!).

Ideally, we would spend some time laying on the beach relaxing and some time doing active things like hiking, running, zipline, cliff jumping, snorkeling, etc. I would like somewhere that isn't super touristy but I also don't want to feel unsafe traveling around. I am not really looking to stay in an all-inclusive where I feel stuck on the resort because the surrounding areas are not that nice. We don't need 5 star accomodations but I need somewhere with running water and fairly nice ammenities. We are leaving from upstate NY.

First thoughts were places like: Belize, Curacao, Bora Bora, St. Lucia, Hawaii, Thailand. Any thoughts to any of these destinations or where else should we consider? Thanks!

Belize was very nice, been there twice, once on business and second on a cruise. The first time we stayed in San Pedro which is on Ambergris Caye(probably the most touristy and well known island), it felt safe and it has a wide range of accomodations. They have great dive locations also and you can take a boat to other secluded islands. The only thing missing was a great beach. The second time I went we stayed on the mainland and went ziplining. Being a cruise destination they have all sorts of activities. Food for thought.

Costa Rica?

I can really only offer the idea and not solid help, I was there about 10 years ago and really enjoyed it.

Australia is on my bucket list. January and February are summer there. Somewhere north of Sydney on the coast you should find the perfect combination.
