Seafood restaurants are huddled together along the street leading down to the ocean—in fact, several share a single staircase. What sets Javier apart is its rooftop terrace, which overlooks the crashing waves. There's nothing fancy here, just incredibly fresh fish. Start with the conchas a la parmasana (clams with Parmesan cheese), then try the lenguado a la parrilla (fish served hot off the grill). A pisco sour—the first one is on the house—is a great way to start your meal.
