With a name that refers to the gleaming white tower on its top floor, you can guess that this butterscotch-color building is distinctive. All budget hotels should have little touches like the beamed ceilings and red-tile floors found in the sunny rooms. The best of the bunch has a roaring fireplace and a balcony overlooking a circular park covered with flowers. Although the hotel is a little far from the center of Miraflores, it's just a block from the park overlooking the ocean. Many people from the neighborhood are regulars at the restaurant, which has a huge grill for sizzling steaks. Pros: Lots of atmosphere, near oceanfront park. Cons: On a busy traffic circle, long walk to restaurants.
