Fodor's Review:

Although looking dated these days, the Savoy remains popular with the local business set for being well away from the tourist hubbub of the Plaza de Armas. The mirrored colonial-style lobby introduces you to this hotel's conservative, yet friendly, style. Dark carved wood is everywhere: the front desk, the mailboxes, the elevators, the room doors, and the dressers and headboards inside the carpeted rooms. The rooftop Sky Room provides a panoramic view of the city, although it's usually occupied by conference groups. Pros: Away from the bustle, comfortable lobby, friendly staff. Cons: The inconvenient location means a hike to get into town, a casino adjoins the lobby, the design is dated and could do with a make-over.
