A tiny tapas-and-wine bar close to Capitol Hill, Harvest Vine has limited seating (they hold only a few tables each night for reservations), so you might be waiting a while when you get here. Try to arrive early for a perch at the upstairs kitchen-side bar, because the downstairs room isn't nearly as atmospheric. Regulars have grumbled lately over changes in the quality after a management shake-up, but this sweet spot remains a cheerful place to enjoy often-delicious Basque tapas, including chorizo with grilled bread, pan-seared tuna belly with vanilla bean-infused oil, grilled sardines, or duck confit. There is an impressive wine and sherry list that focuses on Basque-region wines. Come early to score a table outside in summer.
