Nine miles southeast of Beaufort via U.S. 21, St. Helena is the site of the Penn Center Historic District. Established in the middle of the Civil War, Penn Center was the South's first school for freed slaves; now open to the public, the center provides community services, too. This island is both residential and commercial, with nice beaches, cooling ocean breezes, and a great deal of natural beauty. It continues to be a stronghold of the Gullah culture, with several
African-American–owned businesses in its "downtown" Frogmore, which is actually getting to be quite the tourist magnet.
