To get a feel for the city at work, save this neighborhood for a weekday, when the streets are bustling (on weekends, especially Sunday, the area is quiet). Besides, the City Hall Observation Tower is open weekdays only, and the Masonic Temple is closed on Sunday. You could walk through the neighborhood in 45 minutes, but reserve about half a day, with an hour each at the Masonic Temple, City Hall Tower, and the Pennsylvania Academy of the Fine Arts. If you get an early start, you can finish with lunch at the Reading Terminal Market.
