The house may always win, but this casino takes risks and doesn't take itself too seriously. Where else can you play tic-tac-toe against a live chicken or win the chance to spend 60 seconds in the Fortune Dome, in which thousands of dollars blow about as you scramble to catch as many bills as you can. The casino also has one of the better poker rooms in Atlantic City. At this writing, the Tropicana plans to open the Quarter -- a retail-and-entertainment complex with restaurants and an IMAX theater -- by 2005.
