Don't fill up on the tortilla chips at this Tex-Mex joint. They are so tasty—deep fried and super-crispy—that you might miss the rest of the inventive menu. Best bets include the dessertlike arepas topped with queso fresco and dulce de leche. There are surprises, too, like tacos with roasted beef tongue or buttermilk-fried chicken hearts.
