In the heart of Arlington's "Little Saigon," you can find low-priced Vietnamese fare in far-from-fancy but clean and pleasant Café Dalat, where service is extremely speedy. All the appetizers are winners, in particular the crispy spring rolls and the tangy Vietnamese shrimp salad in lemon vinaigrette.
