Fodor's Review:

Banks of windows with views of the Potomac and a spare Japanese sensibility set the tone for this airy dining room at the Mandarin Oriental. The food has a Eurasian bent, with dishes such as oysters six ways, Kobe rib-eye steak with citrus sauce, sautéed black cod with miso. The witty black-and-white martini shake sparks the most interest on the dessert roster. The café regularly serves tea with offerings way beyond the usual Earl Grey (every evening from 6 to 10:30, though the times change often), and an à la carte sushi menu is the ticket for those on the run. Though almost every seat in the house is a good one, the banquettes are most in demand.
