Monterey

Early in the 20th century Carmel Martin, the first mayor of the city of Monterey, saw a bright future for his town: "Monterey Bay is the one place where people can live without being disturbed by manufacturing and big factories. I am certain that the day is coming when this will be the most desirable place in the whole state of California." It seems that Mayor Martin was not far off the mark.
