Monterey
Early in the 20th century Carmel Martin, the first mayor of the city of Monterey, saw a bright future for his town: "Monterey Bay is the one place where people can live without being disturbed by manufacturing and big factories. I am certain that the day is coming when this will be the most desirable place in the whole state of California." His Honor was not far off the mark.
