The historic significance of this isolated place is that in 1941, on a ship in these waters, Franklin Roosevelt and Winston Churchill signed the Atlantic Charter and formally announced the "Four Freedoms," which still shape the politics of the world's most successful democracies: freedom of speech, freedom of worship, freedom from want, and freedom from fear. Off Route 102, amid the splendor of Placentia Bay, an unpaved road leads to an Atlantic Charter monument.
