Fodor's Review:

This lovely annual outdoor party is in downtown Hilo. The stores stay open late, the sidewalks are dotted with live jazz bands, and everyone dresses in black and white, some in shorts and tees and others in gowns and tuxes, to enter the "Best Dressed" contest.
