You can hail a taxi on the street just about anywhere in the city, and they tend to congregate around major hotels. If you find yourself on a quiet street in a residential area, either walk to a busier street or phone for a taxi. Although it depends on your location and the time of day, a taxi ought to arrive in 10 to 15 minutes. Drivers are allowed to pick up more than one fare at a time.

There's no easy way to determine whether a cab is available for hire; would-be passengers often must rely on the tried-and-true method of waving at a cab. Cabs have outside dome lights, but these are only for requesting emergency help. Most District cab drivers are independent operators and may ignore a potential passenger. Cabbies are also known for refusing to pick up passengers after learning of their destination -- especially during rush hour, when traffic congestion makes picking up fares less profitable -- and the D.C. government rarely enforces the taxi laws that require drivers who are free to either pick up passengers or display an off-duty sign.

Taxis in the District are not metered; they operate on a zone system that can be confusing to newcomers. The basic rate for traveling within one zone is $5.50, and the fare increases when you cross into another zone. If you travel between two zones, the fare is $7.60; three zones is $9.50. A zone map is posted in the rear of every taxi. Before you set off, ask your cabdriver how much the fare will be. There's an extra $1.50 charge for each additional passenger and a $1 surcharge during the 7-9:30 AM and 4-6:30 PM peak periods. A $1.50 surcharge is tacked on when you phone for a cab. Charges double during snow emergencies. The D.C. city government occasionally authorizes emergency surcharges when gasoline prices peak.

Maryland and Virginia taxis have meters. These taxis can take you into or out of D.C., but are not allowed to take you between points in D.C.
