With some 300 seats, this ocean-facing restaurant in the swanky, new, boutique-style Tower23 Hotel might seem overwhelming, but the seating is divided between a long, narrow outdoor terrace (sit here!) and a series of relatively intimate indoor rooms. Chef Victor Jimenez prepares not merely some of the best food-with-a-view in San Diego, but what amounts to fine dining from breakfast (crab cake eggs Benedict with citrus-mustard hollandaise) through the dinner hour, when hefty, imaginatively seasoned steaks star on a list that also features hoisin-glazed lamb chops and pan-seared scallops with sweet-tart, Meyer lemon butter sauce. On Friday and Saturday, the bar is the place to see and be seen in Pacific Beach for under-thirty types, and it's jammed after 9 PM.
