The late Manuel Lepe's 1981 mural depicting Puerto Vallarta as a fanciful seaside fishing and farming village is painted above the stairs on the second floor of the Palácio Municipal, PV's city hall. Lepe is known for his blissful, primitive-style scenes of the city, filled with smiling angels. This one is rather tired, and the naïf work has been surpassed by his devotees. Still, Lepe is considered the father of PV naïf, and the mural is worth a quick look. The interior hallways surrounding the government building's central plaza sometimes host photography or fine art exhibitions. The tourism office is on the first floor. The Palácio is open weekdays 9-5.
