"Informal" is the word, although there's some wiggle room in that label. The more authentic a place is, the more likely patrons dress to impress. (Think casual-classy when taking in dance clubs such as Mambo Café.) "Gringo" means less formal. (Shorts and T-shirts are acceptable at the Giggling Marlin.) But do keep those signs you see back home in mind: "no shoes, no shirt, no service" is always followed here.
