One of a series of long-standing, modest hotels in Baixa's shopping area, the Insulana has the edge over most and generally has space even when others are full -- possibly because it's a little hidden away, up two flights of stairs through a clothes shop. Rooms are dark and dated, but they're clean and hospitable places to rest your head; ask for a room at the rear to minimize disturbance from street noise.
