Fodor's Review:

The newest addition to the Okura, already with two highly acclaimed restaurants and perhaps the country's finest hotel service, is this champagne bar so named after the top floor on which it perches. Besides the eagle-eye view of Amsterdam South, there are 17 different kinds of champagne and snacks (if caviar could be so categorized) from the highly touted Ciel Bleu restaurant next door.
