In one building complex just across from the famous St. Pauli Landungsbrücken, both of these harbor landmark hotels are good value considering their three- and four-star status, respectively. The older Hotel Hafen Hamburg, with its small but nicely renovated rooms, offers a great view of the harbor, while the larger, modern, and more upscale Hotel Residenz Hafen annex has less flair but more comfort. The location makes this hotel a perfect starting point for exploring St. Pauli and the Reeperbahn.

Good harbor view

The Hafen is really two hotels--the original hotel and the newer Residenz. We stayed in an airconditioned room at the Residenz (not all have a/c) for 140 euros a night which seemed like a bargain for Hamburg. The hotel is in St Pauli on a bluff overlooking the harbor. A U and S Bahn station is at the foot of the bluff. Not much in the immediate area of the hotel but otherwise a good place to stay.

Much atmosphere with little else

I stayed at several hotels in Hamburg, the Hafen Hamburg I like the least. It is more or less a tourist trap, as it is the only bigger hotel right at the harbour - with a lot of history. Hence the atmosphere is great, service too. The rooms, particularly in the old "Classic" part are really terrible, though. Try to book in the "Residence" and have a good look at the room first. Or pick a different hotel.
