London can be cool, damp, and overcast, even in summer. You'll need a heavy coat for winter and a lightweight coat or warm jacket for summer. Always bring a small umbrella and, if possible, a light raincoat. Pack as you would for an American city: jackets and ties for expensive restaurants and nightspots, casual clothes elsewhere. Jeans are popular in London and are perfectly acceptable for sightseeing and informal dining. Blazers and sports jackets are popular here with men. For women, ordinary street dress is acceptable everywhere. If you plan to stay in budget hotels, bring your own soap.
