Fodor's Review:
The main attraction of the 7,000-acre Bosque Estatal de Toro Negro (Toro Negro State Forest) is the island's crowning glory: 4,398-foot Cerro de Punta. The Black Bull State Forest also has the island's highest lake, Lago Guineo, and one of the most impressive waterfalls, 200-foot Doña Juana Falls). The best place to start exploring this vast park is at the ranger station on Route 143. Make sure to ask the friendly staffers for a trail map, although it's certain to be a copy of a copy of a copy. The trails, such as one from the ranger station that leads to an observation tower with views of the northern and southern sides of the island, are not always well marked. East of the ranger station, at the Doña Juana Recreational Area, there are more trails. Keep an eye out for exotic birds such as the Guadalupe woodpecker. The reserve also contains a huge, but often out-of-service, swimming pool built into the side of a mountain.
