The code for Victoria (and Tasmania) is 03. If you're in Melbourne, you don't need to dial the 03 before numbers in regional Victoria, but you must use the 03 for Tasmanian numbers. Public telephones are everywhere. Most accept both coins and phone cards, which can be purchased from newsagents, post offices, and corner food stores (milk bars).
