You can phone for a taxi, hire one from a stand, or flag one down in the street. Taxis in Canberra have meters, and fees are set based on the mileage. There's an extra fee for reservations by phone. You can bargain an hourly rate for a day tour of the area. Tipping isn't customary, but drivers appreciate it when you give them the change.
