Fodor's Review:

Amid all of Tokyo's bustle and crush, you actually can catch your breath in the Tokyo International Forum—cafés and Italian, Japanese, and French restaurants are located throughout the complex. A reasonably priced and delicious Kyoto-style vegetarian restaurant to try is Tsuruhan. Lunch sets start at ¥1,000 and dinner ¥3,000. Maps are available, so pick and choose. There are also ATM machines on the 3rd floor.
