Hotel Pacific Tokyo

Fodor's Review:

Just across the street from JR Shinagawa Station, the Meridien sits on grounds that were once part of an imperial-family estate. The hotel gears much of its marketing effort toward booking banquets, wedding receptions, conventions, and tour groups; the small, unremarkable rooms are quiet and comfortable, but public spaces tend to carry a lot of traffic. The Sky Lounge on the 30th floor has a fine view of Tokyo Bay. The entire back wall of the ground-floor lounge is glass, the better to contemplate a Japanese garden, sculpted with rocks and waterfalls.
