Fodor's Review:

A somewhat ragtag collection of shops in Hibiya, this arcade holds a range of goods, including cameras, electronics, pearls, and kimonos. The shops are duty-free, and most of the sales staff speaks decent English. If you listen carefully you'll hear the rumble of cars passing above on the freeway that is the roof of the building.
