Smack-dab in the middle of Panjim, Mum's Kitchen, a Goan institution, is indisputably the best place in town for home-style Goan food. The menu's vast and enticing, so either visit as part of a large group, or when absolutely ravenous. Most of the regulars are locals, so the kitchen doesn't hold back on the spice. Try the rawa (semolina) fried Bombay duck and the spicy prawn recheado (a Portuguese-inspired masala). The milder sausage curry, served with fresh poi (the Goan bread that's similar to a ciabatta), is a real treat. Go prepared to wait for a table, although service is brisk so the wait shouldn't be too long.
