Named after the Vietnamese victory over the Khmer Rouge regime in 1979, Victory Beach is separated from Hawaii Beach by an outcrop, on top of which sits the actual victory monument. The beach, which was a popular backpacker spot but now hosts a midrange crowd, has a few average hotels and bungalows like the Queenco Casino Hotel. Its proximity to Sihanoukville's major port is a disadvantage, and the beaches to the north of the bluff, called Victory Hill, are far more picturesque and popular. Amenities: food and drink. Best for: sunset; swimming.
