We are going to be visiting these two parks in late July for a week. The Yellowstone park lodgings are all booked. We have to choose between the following:
* Stay at 3 Bears Lodge at West YS for YSP, and Jackson Lake or Headwaters Lodge for GTP
* Stay at Jackson Lake/ Headwaters Lodge for both parks.
Which is the better option considering the traffic at that time?

I would make a cancelable reservation in West Yellowstone and keep calling the number for in park lodging. People really do make reservations a year in advance and as time gets close find they can't make it. The tour companies do too, so call often to check for cancelations.
Split the time between the two parks, and as emalloy said, keep trying for inside Yellowstone.
