Seward is a much prettier town with more shops and restaurants, the Sea Life Center, marina, etc. Keep in mind that Whittier is a former secret military base with access thru a one-way tunnel that cars and train share. You can only go thru the tunnel when it's open to cars in that direction. If you are on a tight schedule, you'll need to pay attention to the time.
Definitely Seward!

+3 Seward
Seward, as well as being a vibrant community (Whittier is, to say the least, NOT), has much better weather. Whittier has about the worst weather in Alaska outside the Aleutians. Although they're only a few miles apart by air, Whitier gets 2 1/2 times the rainfall that Seward gets.
I'm pretty darn sure the AK State ferry no longer goes from Valdez to Seward (and hasn't in many years IIRC.) So if you plan to do the loop drive from Anchorage to Valdez and back via ferry across Prince William Sound, you'll have to go via Whittier. Of course you can drive from Whittier to Seward once you're there - around 70-90 min. from the Portage opening of tunnel.
Seward, definitely!
I knew I wanted to take a day trip during 3 nights in Anchorage, and without giving much research to the idea, I targeted Seward. I couldn't have been more content with my choice.
