No - snow is rare in DC at all - many winters it may snow a little bit only on 2 or 3 days. But you can get real snow at any time and some years there will be quite a bit.
To be sure to get snow at the holidays you really need Colorado - since even in VT or NH there many not even be snow then.

I lived in the area d=for more than 40 years. There have been snows over the holidays but I would say those are somewhat rare. The really cold and snowy weather usually happens after December.
But I can assure you that when it DOES snow it is sometimes in major amounts and you would not want to be there at that time.
