Which part of US has warm weather in November/December that's near a national park or is really beautiful and scenic but not in these states:

Warm in November -- that means the southeast or the deserts, and definitely not the mountains. Thus, Smoky Mountain or Shenandoah are out.
Near in a national park.
But NOT in the states that have the best national parks in the southeast or the deserts.
Probably NOT what you're asking for, but Hawaii does have NPs and is beautiful and warm at all times of the year.
Texas does have warm weather in November, and has two desert NPs: Big Bend and Guadalupe Mountains. You'll have to drive through some VERY un-scenic areas to get there, but the time at either NP may make it worth it.

If you mean the continental US -- I don't think you will find any place that meets your criteria.

It depends what you mean by "warm". If you just mean "not a blizzard" Texas would qualify but sometimes we have short sleeve weather at Thanksgiving and sometimes we have 30-40 degree weather. Sometimes we have both on the same day. No snow to worry about but you probably won't be swimming in the river.
Haleakala National Park on Maui, Hawaii is very nice. Maui is warm at Thanksgiving

If I'm reading your question correctly, you want to be somewhere warm that is either near a national park, OR is beautiful/scenic. To me that means a national park is not a must, just one of 2 options.
That opens it up quite a bit more.
Texas experts can chime in but maybe Corpus Christi, hill country around Austin? Big Bend is incredibly popular around Thanksgiving and decent lodging is usually booked early. Plus there is a serious drought now so you wouldn't see the park at its best.
Coastal areas of Georgia/Alabama/Mississippi? Carolinas?
How warm is warm? Denver has relatively nice weather and is close to Rocky Mountain National Park (which will be cold).
Prefer somewhere in the continental us -lower 48 states.
Can you tell me a little more about guadulupe and big bend? which airport is closest? are there bus tours that go there?

El Paso is closest to Guadalupe, 2 hour drive I think.
Midland/Odessa is closest to Big Bend (about 4-5 hour drive). El Paso is about a 6 hour drive from Big Bend. It is very isolated.
Big Bend is huge. I think there are bus tours but if you want to hike or just walk around you are best off renting a car so you have the freedom to go where you want. Weather is variable because of the big difference in elevation - just as an example this is the forecasted temps for this week (from the park website): Highs: mid 50s - low 90s Lows: upper 30s - mid 50s. It is warmest along the river, colder in the mountains. Look at the park website to get an idea of what you're in for: www.nps.gov/bibe
But like I said, the park is having a serious drought right now and I'm sure the vegetation is pretty died up, more so than normal in the desert.
I was thinking coastal areas of GA, AL, MS and the Carolinas but will defer to more expert opinions as I am not real familiar with the area, was just throwing out some ideas that didn't involve national parks.

I just did Guadalupe this past summer. It is only about an hour or so from Carlsbad Caverns. I am seriously thinking about going back to Guadalupe around Thanksgiving. Believe it or not, there are a couple of places in the park with spectacular fall folliage around that time. Hike Guadalupe Peak.
I have been to Carlsbad 3 times. I highly highly highly recommend The Wild Cave Tour. They offer one on Saturday and one on Sunday. I have been to 29 National Parks and those two tours rank very high on my list of "The Best". They only take 8 people per week on each.
If you fly into El Paso, you might also consider a visit to White Sand Dunes National Monument. Its a pretty cool spot too.
Hiking would be good in BB or Guad. And I imagine other than the part where the spring is for the fall folliagae, the park would be very dry, even for a dessert.

The last picture is Ranger Fozzy and my nephew in Spider Cave. Ranger Foz generally does the talk in the evening about the bats and also is the lead "off trail" guide. I think Foz is his actual name.
DO NOT stay at Whites City, which is bascially the entrance to Carlsbad Caverns. Stay in the town of Carlsbad. DO NOT eat at Whites City. You would be far better off just camping and eating peanut butter and jelly. LOL It's that bad. IMOP

Personally, I hate to fly over Thanksgiving so I would go where I could drive. I also would love to put a turkey in the oven and then walk the beach--I would head to Florida, love the Panhandle beaches of 30A. I also like Kiawah Island by Charleston--probably not as warm, but I would love to be there for Thanksgiving.
I never understand when someone specifically puts where they don't want to go or what they don't want to do, why on earth would anyone contradict that. Most likely the poster has already experienced a lot of these places.
