Do rush tickets mean you show up an hour before a show and can often get single seats or last minute seats? Does it mean they are always discounted or not? Just wondering if I should do that if I can't make it to TKTS (and have no time to preorder).

In the situation you describe, rush tickets just mean that there are some available at the box office. But, no, they will not be discounted at the box office. Please note, however, that there are usually fairly short lines at TKTS an hour before showtime, especially for evening performances.
Rush tickets are a limited number (20 or 30 for example) that are sold at a low price, usually in the 20 dollar range. They are purchased at the box office on the day of the show. The method of distribution varies with the show. Some have a first come, first served policy. You line up and wait for the box office to open, usually 10 AM. Others have a lottery system. Rush seats can be anywhere in the theater. In some it is the first row of the orchestra., Sounds great but they can present an uncomfortable viewing situation when the stage level is higher than normal.
