February and March are the best times to see them coming north. Newport area in Oregon has lots of areas where you can get good views from the land or take a charter out to see them closer.
What about southbound? Sept-Oct?
Oops, I had it wrong. They go north in November/December and south from February to April. March is a really good time in Oregon anyway.
