Check out the site www.dells.com or www.travelwithkids.about.com which can give you detailed info on waterparks. The Atlantis sells itself as for "under 11" and both Wilderness Resort and Treasure Island have separate areas for younger children. Although I have friends who love Great Wolf and Kalahari, their children are older and more adventurous so may be too much for smaller children. Or just pick a nice hotel with a great pool area and visit Family Land and Noah's Ark -- which are separate water parks with no hotels.
I've friends with young kids that really enjoyed a recent stay at the Raintree. The Chula Vista's indoor area seems to be geared toward younger children. We stayed at the Great Wolf last year and liked it quite a bit. There's a treehouse area in the water park where the younger kids seemed to be hanging out; my 11 year old thought that area was "babyish" so it might be just the place for kids 7 and under.
