Washington DC and what to do during shutdown

Hello - Will be in DC Sunday October 6 through Wednesday October 9. What places to visit and things are there to do that don't have anything to do with "national" - assuming the shutdown lasts through next week? Are now planning to work in renting a car if necessary (although of course before the shutdown didn't think we would have to). From DC we will be heading northward to New England and then back to Pennsylvania, so looking for things to do in the DC area. A day trip to Maryland's seaside was one option we were thinking of. And Virginia southward to see Mt Vernon.

Would appreciate everyone's thoughts. Thanks!
