I like to use www.orbitz.com for comparison shopping, then go directly to the rental car company website to actually reserve a vehicle.

In my experience Dollar typically has the lowest prices in SF, either at the airport or one of the in-city locations.

Can you even rent a van for that many people?

Yes, you can rent full sized vans from several companies. They are usually 12 seaters - large Ford E-350 or the GM equivalent. They won't fit luggage for all 12, and they aren't cheap. You may find it better to rent two 7 passenger mini-vans, since those are much more common.

But won't fit 7 people with all their luggage, either, in case that's an issue.
