Vacation for teens?

My friend and I will be taking our teenage daughters on vacation over spring break. We aren't quite sure where. It's still cold here and they both like water parks, shopping, amusement parks, beaches. They're quite.. girly I would say. I can't afford anything very pricey, we may stay for about a week or a few days. Do you have any suggestions?

Details needed before anyone can give valid suggestions:

What is your idea of "pricey?" A budget per night would be helpful. What amenities do you need~pool, onsite restaurant, near public transportation, on the beach? Will you be flying or driving, and from what part of the US? What are the ages of the girls? What appeals to a 13 year old might not appeal to an 18 year old.

Ah, sorry I thought I put the ages ,they're both 13. Maybe a pool, not necessary though. From Illinois, depending on how far it is. If really far well fly if shorter then drive. Oh and we for sure would need public transportation. Budget maybe 50-$190 per night.

What about a Vegas hotel with a great pool? Go see Britney. Shop. Do a mani/pedi.

We thought about Vegas, but it isn't a great place for 13 year old girls. I brought my older one when she was 13 there and she didn't like it. I feel as though it's more of a adult thing.

To get out of the cold, you'd have to go some distance I'd think. Do you have it in the budget to fly? As far as driving, I don't live in that part of the country but can't think of anyplace close by where there would be waterparks and beaches and it's warm. Would a shopping vacation work?

How about the Mall of America? We've gone there twice as a family. Shopping like they've never seen, many restaurants, an aquarium, an amusement park, movie theater, etc and all indoors.
