I haven't stayed at McBirney, but I do live down the street and can tell you the location is great. It is right by downtown, convenient to midtown shops and restaurants, and across the street from Riverparks. Friends who have stayed there for a special occasion say it is very nice. Hotel Ambassador is also very nice, and I've heard good things about Hotel Savoy, both also right outside downtown.
What type of food/atmosphere for restaurants? A few of my favorites:
Downtown - Lola's, SoChey and Tsunami (sushi) for nicer evening and great atmosphere. McNellie's, El Guapo and Caz's for more casual.
Brookside - Brasserie (French), Garlic Rose, Biga for nicer. Local Table, Hibiscus (Caribbean), and Cafe Ole (best margaritas ever) for more casual.
Cherry Street - Tucci's (Italian), Lucky's for nicer. Mary's (Italian), Kilkenny's (Irish pub) for more casual.
Utica Square - Queenie's or Wild Fork, both have great breakfasts and lunches. Polo Grill or Stonehorse for nicer.
What weekend are you coming in October? Great time of year and lots going on.

I stayed at the McBirney Mansion a few years ago when we were in Tulsa for a wedding. Our room was lovely and we fell in love with it!! They could not have been nicer. We enjoyed breakfast with them the next morning.
If I were headed to Tulsa again I would definitely stay there.
