The biggest issue for me is that there is no ocean anywhere near Tucson so that means the seafood will be less than pristine fresh. I prefer to eat fish and seafood only when I am close to it's source. That of course is my 2 cents only.

Rather than trying to find a dish that isn't local, perhaps you can consider something more local that would ensure fresh ingredients and a wide array of choices of dishes and restaurants.
Thanks for your reply. Paella isn't always made with seafood. Some of the best in Spain is with chicken, pork and/or sausage. But a good point re: fresh seafood.

Carne Seca maybe? Technically maybe it's more Brazil or even Mexico, but it's a bragging right in Tucson too.

We always hit the El Charro downtown (original one) and have theirs. It's a cute old converted house, and I do love the carne seca.
Southwestern cuisine: Navajo Tacos, Fry Bread, Chile Rellenos [New Mexican, actually, but we share nicely]
